ANDERSON Anderson police caught their man after a foot chase around 2 p.m. Thursday near the Anderson Mall, but the item that the man is accused of stealing remains at large.
Thomas Devan Capell, 17, is accused of stealing a one-half carat diamond engagement ring, valued at $2,800, on Thursday from Whitehall Jewelers in the mall, according to a police report.
Capell, who already on a lifetime trespass notice from the mall, also was charged with a trespass notice violation and loitering in a drug area after police found three drug pipes in his pocket.
Capell pleaded guilty Friday to the trespass violation and loitering, drawing fines of $1,040 or 60 days in jail.
A trial date for a grand larceny charge had not been set as of Friday afternoon.
According to the police report, Capell disposed of the ring while running from police and mall security.

So Anderson Mall has now been classified as a "drug area." That was where he was charged with loitering and trespassing, so it must be so.
Cha-ching! There's another $500 plus fine for Loitering in a Drug Area when the person was NOT in a drug area.
The city really abuses that charge by declaring anywhere and everywhere a drug area .If the boy had gotten caught sitting in a church with a drug pipe in his pocket would the city declare the church a drug area too?
Possession of the pipes should be a paraphernalia charge.
Loitering in a Drug Area is the correct charge. One of the subparagraphs includes possesion of drug paraphenila but the main heading is Loitering in a Drug area.
this dude is a thief and a disgrace to humanity, who cares what he is charged with.
